In recent two days, many netizens left messages on Sanya Municipal Bureau of housing and urban rural development and other government websites, asking about the purchase of housing in Sanya by non Hainan registered talents. In a reply on the morning of the 19th, 12345 government service hotline said that people who have consulted with the municipal housing and construction market department have been informed that full-time talents with college degree or above can purchase a set of real estate in Hainan province if they have worked in Sanya for one year and paid one-year social security and personal tax.
In a reply on the afternoon of the 19th, it was further clarified that a suite can be purchased in any city or county of Hainan province if the above conditions are met. China New Zealand Jingwei reporter noted that only on the 19th, the website of Sanya housing and Urban Rural Development Bureau had more than 20 messages about the policy of consulting the purchase of talents.
At the same time, a number of media and self media accounts have released a “Notice of Sanya Municipal Bureau of housing and urban rural development of Sanya on further improving the policy of talent housing”, which was signed by Sanya Municipal Bureau of housing and urban rural development and Sanya Municipal Bureau of talent development of the Communist Party of China, with fresh seals, and signed on October 15, 2019. According to the notice, all kinds of talents actually introduced and working in Sanya but not settled in the company shall pay personal income tax or social insurance in line with the spirit of Qiong talent Bureau Tong [2019] No. 24 document, and I can apply for a house.

In April 2018, the notice on further stabilizing the real estate market issued by the general office of Hainan Provincial Committee of the Communist Party of China and the general office of Hainan Provincial People’s government, on the basis of which the purchase restriction policy has been issued, the purchase restriction of commercial housing in Hainan Province has been implemented in a whole area.
According to the notice, the houses constructed in Wuzhishan, Baoting, Qiongzhong and Baisha, four central ecological core areas, can only be sold to the families of the residents of the city and county; in the areas where Haikou, Sanya and Qionghai have implemented the purchase restriction, if the families not registered in the province purchase the houses, they must provide at least one family member’s personal income tax or social insurance payment certificate accumulated for 60 months or more in the province.
In the above-mentioned areas, if the households who are not registered permanent residents purchase houses, they must provide proof of the amount of individual income tax and social security paid by a family member in Hainan for more than 24 months.
